Street Repairs

I don't understand why Pharr city maintenance allows anyone, either private or municipal employees to start a repair and not finish the job. I refer to the work started at sugar road north side expressway where they took off the top layer of asphalt as if to re-top it. While the street was in need of resurfacing, it was better than it is now. The work was started in early DECEMBER. The street has become almost impassable; at least twice someone has spread loose gravel in order to fill in the potholes and gullies.
